1. Operating Principles
The e-commerce trading platform SanAuto.vn operates under the management of SanAuto Technology Joint Stock Company. The platform provides a transparent environment for sellers (both C2C private sellers and B2C dealers) to auction used vehicles, and for buyers to place bids with certified quality guarantees.
All transactions on the platform must remain open, transparent, and comply with Vietnamese laws regarding electronic commerce, network safety, and personal data protection (PDPA).
2. Platform Transaction Processes
- For Sellers: Register, complete eKYC, enter the vehicle identification number (VIN), book an inspection at a partner center (C2B flow) or self-declare vehicle status (C2C flow). Qualified vehicles are listed for auction with the specified starting price.
- For Buyers: Complete eKYC, search listings, review certified reports secured with VNPT-CA signatures, participate in the 48-business-hour auction, and submit bids.
- For Inspectors: Conduct 160-point technical checkups, draft reports with battery SOH (EVs) or engine metrics (ICEs), and apply VNPT-CA digital signatures prior to publishing reports.
3. Escrow Payment Procedures
To mitigate fraud and defaults, SanAuto implements an escrow payment mechanism through linked banks:
- Winning buyers transfer a 10% deposit within 24 business hours to lock the transaction.
- Buyers pay the remaining 90% balance within the subsequent 24 business hours before taking delivery.
- All payments are securely held in the platform escrow database.
- Upon physical delivery checks and mutual signature approvals, the escrow funds are released to the seller.
4. Transaction Safety Assurance
The platform implements strict verification measures, including:
- Mandatory biometric eKYC using Government ID chips to prevent anonymous scams.
- Trust Score systems to evaluate buyer and seller integrity (infractions subtract points and lock accounts).
- Immediate freezing of dispute balances to run independent technical reviews.
5. Management Board Responsibilities
- Draft, update, and monitor compliance with the Operating Regulations and Terms of Service.
- Verify member credentials and moderate vehicle listings within 24 business hours.
- Ensure all C2B listings are backed by valid VNPT-CA cryptographically signed inspection reports.
- Manage the escrow payment pipeline and execute refunds according to SLAs (T+1, T+3, T+5).
- Provide registration data and transaction history to government agencies when requested in writing.
6. Member Responsibilities
- Provide complete and accurate personal information (eKYC) and vehicle records.
- Comply with bidding steps, payment limits, and deposit deadlines.
- Safeguard credentials and avoid lending accounts for duplicate or artificial bidding.
- Ensure legal ownership of listed vehicles (no stolen or disputed cars allowed).
